Highlights from the Karnataka Vikasa Patra 2021 for IT, BT, and Science & Technology sectors

Technology is the fulcrum of economic development in Karnataka. The State Budget presented by our CM Shri B. S. Yediyurappa has received further boost and impetus for growth.

Here are some of the highlights from the budget for the Information Technology, Biotechnology, and Science & Technology sectors.

· A venture capital fund with a corpus of Rs 100 crore will be set up, with the state government contributing Rs 25 crore, and the remaining contribution will come from other institutions. It will help us maintain the leadership position the state has in innovation.

· To encourage quantum computing and related technologies, we will set up a ‘Research Park’ at an expenditure of Rs.10 crore.

· Data and privacy are essential business imperatives today. We understand the criticality and need for a well-laid-out policy. In 2021–22, we will release a Cyber-Security Policy and a data center policy.

· Karnataka Start-up Policy that has contributed significantly to encourage entrepreneurs to innovate and launch new businesses will be revised to utilise the already existing congenial environment in Karnataka fully. The crux of this policy is to encourage innovation, create more employment and accelerate economic development.

· To make the EDSM sector more competitive, we will provide capital subsidy on land, plant, and machinery. Various incentives, including 100% reimbursement of stamp and registration fee and land conversion fee, are included. It will create 43,000 direct employment and a possible investment of Rs.5,000 crore in the next five years.

· We are establishing an advanced Biotech Innovation Centre for Aqua-Marine in Mangaluru at an estimated Rs six crore to develop biotechnology industries and innovative start-ups to produce light food items utilising the bioactive compounds available from fish and seaweed.

· An Anti-Venom Research and Development Centre will be established at a cost of Rupees seven crore to develop next generation anti-venom and to provide it at an affordable price and make it available easily. An amount of Rupees two crore would be allocated in the financial year 2021–22 for this purpose.

· To support women entrepreneurs by implementation of Elevate Women Entrepreneurship programme at an expenditure of Rs 5 crore.

· We will invest in creating an online platform to collate and manage public-private partnership model proposals under the Aatma Nirbhar Mission of the Government of India.

· Bengaluru will become a geospatial hub. Under the National Geospatial Policy, Karnataka State Remote Sensing Application Centre (KSRSAC), with private participation, will offer services utilising geospatial technology.

· Proposed Horticultural Technological Park in Sirivara village, Koppal Taluk, will encourage economic development, impart quality training, and introduce innovations and technology.

· Our Government will encourage research of solar electric devices and their technology. The popularity and mass adoption of the electric vehicle reduces air pollution. We will set up 1,000 charging centers under a public-private partnership.

· With the objective of helping students and the public to develop a scientific temper, a sub-regional science center will come up in Sirsi at the cost of Rupees seven crore. Further, to encourage scientific thinking, a novel Akashavani programme series ‘Vijnana Malike 500’ would be broadcast.

After much thought and deliberations with the respective industry veterans and experts, we have put together these initiatives and schemes. Our Chief Minister and as the minister of the portfolio, I am eager to commence work on the above programmes. We look forward to receiving support from all stakeholders.

ತಂತ್ರಜ್ಞಾನವು ಕರ್ನಾಟಕ ಆರ್ಥಿಕ ಅಭಿವೃದ್ಧಿಯ ಆಧಾರ ಸ್ತಂಭವಾಗಿದೆ. ನಮ್ಮ ಮುಖ್ಯಮಂತ್ರಿ ಬಿ ಎಸ್‌ ಯಡಿಯೂರಪ್ಪ ಅವರು ಮಂಡಿಸಿರುವ ಮುಂಗಡ ಪತ್ರವು ಅಭಿವೃದ್ಧಿಗೆ ಇನ್ನೂ ಹೆಚ್ಚಿನ ಉತ್ತೇಜನ ಮತ್ತು ವೇಗವನ್ನು ನೀಡಿದೆ.

ಮುಂಗಡ ಪತ್ರದಲ್ಲಿ ಮಂಡಿಸಿರುವ ಮಾಹಿತಿ ತಂತ್ರಜ್ಞಾನ, ಜೈವಿಕ ತಂತ್ರಜ್ಞಾನ & ವಿಜ್ಞಾನ ಮತ್ತು ತಂತ್ರಜ್ಞಾನ ಕ್ಷೇತ್ರಗಳ ಕೆಲವು ಮುಖ್ಯಾಂಶಗಳು ಇಲ್ಲಿವೆ.

• 100 ಕೋಟಿ ರೂ. ಗಳ Venture Capital Fund ಸ್ಥಾಪಿಸಲಾಗುವುದು, ಇದಕ್ಕಾಗಿ ರಾಜ್ಯ ಸರ್ಕಾರವು 25 ಕೋಟಿ ರೂ ಗಳನ್ನು ನೀಡಲಿದೆ, ಮತ್ತು ಉಳಿದ ಹಣವನ್ನು ಮತ್ತಿತರ ಸಂಸ್ಥೆಗಳಿಂದ ವಂತಿಕೆಯಾಗಿ ಪಡೆಯಲಾಗುವುದು. ಆವಿಷ್ಕಾರದಲ್ಲಿ ರಾಜ್ಯ ಹೊಂದಿರುವ ನೇತೃತ್ವವನ್ನು ಕಾಯ್ದುಕೊಳ್ಳಲು ಇದು ನೆರವಾಗಲಿದೆ.
• ಕ್ವಾಂಟಂ ಕಂಪ್ಯೂಟಿಂಗ್‌ ಮತ್ತು ಸಂಬಂಧಿತ ತಂತ್ರಜ್ಞಾನಗಳ ಸಂಶೋಧನೆ ಉತ್ತೇಜಿಸಲು, ನಾವು 10 ಕೋಟಿ ರೂ. ವೆಚ್ಚದಲ್ಲಿ ‘ಸಂಶೋಧನಾ ಪಾರ್ಕ್‌’ ಸ್ಥಾಪಿಸಲಿದ್ದೇವೆ
• ದತ್ತಾಂಶ ಮತ್ತು ಗೌಪ್ಯತೆಯು ಇಂದು ವ್ಯಾಪಾರದಲ್ಲಿ ಕಡ್ಡಾಯವಾಗಿ ಅಗತ್ಯವಾಗಿದೆ. ಉತ್ತಮವಾಗಿ ರೂಪಿಸಲ್ಪಟ್ಟ ನೀತಿಯ ಅವಶ್ಯಕತೆ ಇರುವುದು ನಮಗೆ ತಿಳಿದಿದೆ. 2021–22ರಲ್ಲಿ, ನಾವು ಸೈಬರ್‌ ಸುರಕ್ಷಿತ ನೀತಿ ಮತ್ತು ದತ್ತಾಂಶ ಕೇಂದ್ರ ನೀತಿಯನ್ನು ಜಾರಿಗೊಲಿಸಲಿದ್ದೇವೆ.
• ಉದ್ಯಮಿಗಳಿಗೆ ಆವಿಷ್ಕಾರ ಮತ್ತು ಹೊಸ ಉದ್ಯಮವನ್ನು ಆರಂಭಿಸಲು ಉತ್ತೇಜಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ಗಮನಾರ್ಹ ಕೊಡುಗೆ ನೀಡಿರುವ ಕರ್ನಾಟಕ ನವೋದ್ಯಮ ಕಾರ್ಯನೀತಿಯನ್ನು ಕರ್ನಾಟಕದಲ್ಲಿ ಈಗಾಗಲೇ ಇರುವ ಪೂರಕ ವಾತಾವರಣವನ್ನು ಸಂಪೂರ್ಣವಾಗಿ ವಿನಿಯೋಗಿಸಿಕೊಳ್ಳುವಂತೆ ಪರಿಷ್ಕರಿಸಲಾಗುವುದು.
• ಇಎಸ್‌ಡಿಎಂ ಕ್ಷೇತ್ರದಲ್ಲಿ ಸ್ಪರ್ಧಾತ್ಮಕತೆಯನ್ನು ಹೆಚ್ಚಿಸಲು, ಜಮೀನು, ಸ್ಥಾವರ ಮತ್ತು ಯಂತ್ರೋಪಕರಣಗಳ ಮೇಲೆ ಬಂಡವಾಳ ಹೂಡಿಕೆಯ ಸಹಾಯ ಧನ ನೀಡಲಾಗುವುದು, ನೊಂದಣಿ ಮತ್ತು ಮುದ್ರಣಾಂಕ ಶುಲ್ಕ ಹಾಗೂ ಭೂ ಪರಿವರ್ತನಾ ಶುಲ್ಕಗಳ ಮೇಲೆ ಶೇ. 100ರಷ್ಟು ಮರುಪಾವತಿ ಒಳಗೊಂಡಂತೆ ಹಲವು ಪ್ರೋತ್ಸಾಹಕಗಳನ್ನು ನೀಡಲಾಗುವುದು. ಇದರಿಂದ ಮುಂಬರುವ ಐದು ವರ್ಷಗಳಲ್ಲಿ 43,000 ನೇರ ಉದ್ಯೋಗ ಸೃಜನೆ ಹಾಗೂ ರಾಜ್ಯಕ್ಕೆ 5,000 ಕೋಟಿ ರೂ ಗಳ ಹೂಡಿಕೆಯನ್ನು ನಿರೀಕ್ಷಿಸಲಾಗಿದೆ.
• ಜೈವಿಕ ತಂತ್ರಜ್ಞಾನ ಉದ್ಯಮ ಮತ್ತು ಆವಿಷ್ಕಾರ ನವೋದ್ಯಮಗಳನ್ನು ಅಭಿವೃದ್ಧಿ ಪಡಿಸಿ ಮೀನು ಮತ್ತು ಕಡಲ ಕಳೆಗಳಲ್ಲಿ ಸಿಗುವ ಜೈವಿಕ ಸಕ್ರೀಯ ಸಂಯುಕ್ತ ಬಳಸಿಕೊಂಡು ಮೌಲ್ಯವರ್ಧಿತ ಆಹಾರ ತಯಾರಿಸಲು ಆರು ಕೋಟಿ ರೂ ವೆಚ್ಚದಲ್ಲಿ ಅಕ್ವಾ — ಮರೈನ್‌ಗಳಿಗಾಗಿ ಸುಧಾರಿತ ಜೈವಿಕ ತಂತ್ರಜ್ಞಾನ ನಾವೀನ್ಯತಾ ಕೇಂದ್ರವನ್ನು ಮಂಗಳೂರಿನಲ್ಲಿ ಸ್ಥಾಪಿಸಲಿದ್ದೇವೆ.
• ಭಾರತ ಸರ್ಕಾರದ ಆತ್ಮ ನಿರ್ಭರ ಭಾರತ ಯೋಜನೆ ಸಾರ್ವಜನಿಕ-ಖಾಸಗಿ ಸಹಭಾಗಿತ್ವದ ಮಾದರಿಯ ಪ್ರಸ್ತಾಪವನ್ನು ಸಂಯೋಜಿಸಲು ಮತ್ತು ನಿರ್ವಹಿಸಲು ಒಂದು ಆನ್‌ಲೈನ್‌ ವೇದಿಕೆ ರಚಿಸುವ ಸಲುವಾಗಿ ಹೂಡಿಕೆ ಮಾಡಲಿದ್ದೇವೆ.
• 2030 ವರ್ಷದೊಳಗಾಗಿ ಸರ್ಪವಿಷದ ನಂಜಿನಿಂದಾಗಿ ಸಂಭವಿಸುವ ಸಾವು ಮತ್ತು ಅಪಾಂಗತೆಯನ್ನು ಶೇ.೫೦ರಷ್ಟು ಇಳಿಮುಖವಾಗಿಸಲು ನಮ್ಮ ಸರ್ಕಾರ ಉದ್ದೇಶಿಸಿದೆ. ಕೈಗೆಟಕುವ ದರದಲ್ಲಿ ಹಾಗೂ ಸುಲಭವಾಗಿ ದೊರಕುವಂತಹ ಮುಂದಿನ ತಲೆಮಾರಿನ ಪ್ರತಿನಂಜನ್ನು (Anti-Venom) ಅಭಿವೃದ್ಧಿಪಡಿಸಲು ಸಂಶೋಧನೆ ಮತ್ತು ಅಭಿವೃದ್ಧಿ ಕೇಂದ್ರವನ್ನು 7 ಕೋಟಿ ರೂ. ವೆಚ್ಚದಲ್ಲಿ ಸ್ಥಾಪಿಸಲಾಗುವುದು. 2021 -22 ರಲ್ಲಿ ಇದಕ್ಕಾಗಿ 2 ಕೋಟಿ ರೂ. ಹಂಚಿಕೆ ಮಾಡಲಾಗುವುದು.
• ರಾಜ್ಯದಲ್ಲಿ ಮಹಿಳಾ ವಾಣಿಜ್ಯೋದ್ಯಮಿಗಳನ್ನು ಬೆಂಬಲಿಸಲು, ಐದು ಕೋಟಿ ರೂ. ವೆಚ್ಚದಲ್ಲಿ Elevate Women Entrepreneurship ಎಂಬ ಕಾರ್ಯಕ್ರಮವನ್ನು ಜಾರಿಗೆ ತರಲಾಗುವುದು. ಈ ಕಾರ್ಯಕ್ರಮದಡಿ ಹಣಕಾಸು ಸೌಲಭ್ಯ, ಪರಿಪೋಷಣೆ/ ವೇಗವರ್ಧನೆಯ ಬೆಂಬಲ, ಜಾಗತಿಕ ಸಂಪರ್ಕ, ಆಪ್ತ ಸಲಹೆ ನೀಡಲಾಗುವುದು.
• ಬೆಂಗಳೂರು ಜಿಯೋಸ್ಪೇಷಿಯಲ್‌ ಹಬ್‌ ಆಗಲಿದೆ. ರಾಷ್ಟ್ರೀಯ ಜಿಯೋಸ್ಪೇಷಿಯಲ್‌ ನೀತಿಯಡಿ ಕರ್ನಾಟಕ ರಾಜ್ಯ ದೂರ ಸಂವೇದಿ ಅನ್ವಯಿಕ ಕೇಂದ್ರವನ್ನು ಖಾಸಗಿ ಸಹಭಾಗಿತ್ವದಲ್ಲಿ ಜಿಯೋಸ್ಪೇಷಿಯಲ್‌ ತಂತ್ರಜ್ಞಾನ ಬಳಸಿಕೊಂಡು ಸೇವೆಯನ್ನು ಒದಗಿಸಲಾಗುವುದು.
• ಕೊಪ್ಪಳ ತಾಲೂಕಿನ ಸಿರಿವಾರ ಗ್ರಾಮದಲ್ಲಿ ಪ್ರಸ್ತಾಪಿಸಲಾಗಿರುವ ತೋಟಗಾರಿಕೆ ತಂತ್ರಜ್ಞಾನ ಪಾರ್ಕ್‌, ಆರ್ಥಿಕ ಅಭಿವೃದ್ಧಿಗೆ ಉತ್ತೇಜನ ನೀಡುವ ಜತೆ, ಗುಣಮಟ್ಟದ ತರಬೇತಿ, ನಾವೀನ್ಯತೆ ಹಾಗೂ ತಂತ್ರಜ್ಞಾನವನ್ನು ಪರಿಚಯಿಸಲಿದೆ.
• ಸೌರ ವಿದ್ಯುತ್‌ ಉಪಕರಣ ಮತ್ತು ಅವುಗಳ ತಂತ್ರಜ್ಞಾನಕ್ಕೆ ಸಂಬಂಧಿಸಿದಂತೆ ಸಂಶೋಧನೆ ಕೈಗೊಳ್ಳಲು ನಮ್ಮ ಸರ್ಕಾರವು ಪ್ರೋತ್ಸಾಹ ನೀಡಲಿದೆ. ಎಲೆಕ್ಟ್ರಿಕ್‌ ವಾಹನಗಳ ಜನಪ್ರಿಯತೆ ಮತ್ತು ಸಾಮೂಹಿಕ ಅಳವಡಿಕೆಯು ವಾಯು ಮಾಲಿನ್ಯವನ್ನು ಕಡಿಮೆ ಮಾಡುತ್ತದೆ. ಸಾರ್ವಜನಿಕ-ಖಾಸಗಿ ಸಹಭಾಗಿತ್ವದಲ್ಲಿ ನಾವು 1,000 ಚಾರ್ಜಿಂಗ್‌ ಕೇಂದ್ರಗಳನ್ನು ಸ್ಥಾಪಿಸಲಿದ್ದೇವೆ.
• ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಮತ್ತು ಜನಸಾಮಾನ್ಯರಿಗೆ ವೈಜ್ಞಾನಿಕ ಮನೋಭಾವವನ್ನು ಬೆಳೆಸುವ ಉದ್ದೇಶದಿಂದ ಸಿರ್ಸಿಯಲ್ಲಿ ಉಪ-ಪ್ರಾದೇಶಿಕ ವಿಜ್ಞಾನ ಕೇಂದ್ರವನ್ನು ಏಳು ಕೋಟಿ ರೂ. ವೆಚ್ಚದಲ್ಲಿ ಸ್ಥಾಪಿಸಲಾಗುವುದು. ಅದಲ್ಲದೇ, ವೈಜ್ಞಾನಿಕ ಚಿಂತನೆಯನ್ನು ಉತ್ತೇಜಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ಒಂದಿ ಕೋಟಿ ರೂ. ವೆಚ್ಚದಲ್ಲಿ ‘ವಿಜ್ಞಾನ ಮಾಲಿಕೆ 500’ ಎಂಬ ಆಕಾಶವಾಣಿ ಕಾರ್ಯಕ್ರಮ ಸರಣಿಯನ್ನು ಪ್ರಸಾರ ಮಾಡಲಾಗುವುದು.
• ಸಂಬಂಧಪಟ್ಟ ಉದ್ಯಮದ ಅನುಭವಿಗಳು ಮತ್ತು ಪರಿಣತರೊಂದಿಗೆ ಸುದೀರ್ಘ ಚರ್ಚೆ ಮತ್ತು ಆಲೋಚನೆಯ ನಂತರ, ಈ ಉಪಕ್ರಮ ಮತ್ತು ಯೋಜನೆಗಳನ್ನು ಒಟ್ಟುಗೂಡಿಸಿದ್ದೇವೆ. ನಮ್ಮ ಮುಖ್ಯಮಂತ್ರಿಗಳ ಜತೆ ಈ ಖಾತೆಯ ಸಚಿವನಾಗಿ, ನಾನು ಈ ಮೇಲಿನ ಕಾರ್ಯಕ್ರಮಗಳನ್ನು ಪ್ರಾರಂಭಿಸಲು ಉತ್ಸುಕನಾಗಿದ್ದೇನೆ. ಎಲ್ಲ ಸಹವರ್ತಿಗಳ ಬೆಂಬಲ ಪಡೆಯಲು ನಾವು ಎದುರು ನೋಡುತ್ತಿದ್ದೇವೆ.
